【出動報告】石川県能登半島地震における支援活動
2023年5月5日(金)、石川県能登地方を震源とするマグニチュード6.5(最大震度6強)の地震が発生したことを受け、**NPO法人 日本サーチドッグアソシエーション(NSA)**は、アローズ空飛ぶ捜索医療団(ピースウィンズ・ジャパン)とともに、先遣隊の一員として現地派遣活動を実施いたしました。
Following the magnitude 6.5 earthquake (maximum seismic intensity 6+) that struck the Noto region of Ishikawa Prefecture on May 5, 2023, NPO Nippon Search Dog Association (NSA) deployed to the affected area as part of an advance response team, in cooperation with the Flying Search and Medical Team ARROWS (Peace Winds Japan).
■ 出動の経緯
当日は兵庫県三木市にて開催されていたREDOGトレーニングセミナー(2日目)に参加中であり、
午後の講評を終えた直後の14時42分に地震発生のアラートを受信。セミナーを切り上げ、緊急出動体制へ移行しました。
At the time of the earthquake, NSA members were attending the REDOG Training Seminar (Day 2) in Miki City, Hyogo Prefecture.
At 14:42, immediately after the afternoon debriefing session, an earthquake alert was received.
The seminar was promptly concluded, and the team shifted into emergency deployment readiness.

その後、アローズの出動に帯同し、情報収集・装備準備・ルート確認を経て、石川県七尾市・和倉温泉方面を目指し、コンボイ編成で移動を開始しました。
Following this, NSA joined the ARROWS deployment team.
After completing information gathering, equipment preparation, and route confirmation, the team departed in convoy toward Wakura Onsen in Nanao City, Ishikawa Prefecture.

■ 珠洲市での支援活動
翌5月6日(土)には珠洲市役所・災害対策本部に到着し、情報収集を実施。
On May 6 (Saturday), the team arrived at the Disaster Response Headquarters at Suzu City Hall, where initial information gathering and situation assessment were carried out.


余震の続く中、安全を考慮し、市役所近くのラポルトすずを拠点として待機し、犬のケア(排泄・休息)等も行いながら、次の活動に備えました。
As aftershocks continued, the team remained on standby at Laporte Suzu, located near Suzu City Hall, which was used as a temporary operational base.
While waiting for further tasking, the team ensured proper care for the search dogs, including toileting, rest, and conditioning, while preparing for the next operational activities.




■ 現地ニーズに応じた支援対応
当時、消防および警察からの捜索活動の要請は発生しておらず、活動拠点を**健康増進センター(先遣隊本部)**へ移し、以下の支援活動に従事いたしました。
At that time, no search operation requests had been received from the fire department or police authorities.
The team relocated its operational base to the Health Promotion Center, which served as the Advance Team Headquarters, and carried out the following support activities.



避難所への支援物資の整理・搬出補助/備蓄倉庫内の水・簡易ベッド・パーテーション等の整理整頓/雨による二次災害リスク(地滑り等)への対応支援
Support for organizing and distributing relief supplies to evacuation sheltersManagement and organization of emergency stockpiles, including water, emergency beds, and partition unitsAssistance in monitoring secondary disaster risks, such as potential landslides due to rainfall


アローズの稲葉リーダーとご挨拶をさせて頂き、本部のミーティングで決定したスケジュールを確認し各自の車両を活用して災害支援にあたります。
After meeting with ARROWS Team Leader Mr. Inaba, we confirmed the operational schedule established during the headquarters briefing.
Based on this plan, team members used their respective vehicles to conduct disaster support activities in the affected area.


避難所では、高齢世帯が多く、吊り天井構造の公民館から安全性の高い体育館への移動支援も実施しました。
Many of the evacuees at the shelter were elderly residents, and the team assisted with relocating them from a community center with a suspended ceiling structure to a safer gymnasium facility to ensure their safety.


地震により備蓄していた水や簡易ベッド・パーテーションなどが崩れ、追加の支援物資を備蓄するスペースが無い事で、この整理を担当。
As a result of the earthquake, stockpiled supplies—including water, emergency beds, and partition units—had collapsed, which made it difficult to secure space for additional incoming relief supplies.
The team therefore took responsibility for reorganizing and restoring the storage area.


■ 支援を通じて再認識したこと
地震によって避難された方々の多くは、不安の中で日々を過ごされています。
私たちが行った支援活動は、直接的な捜索ではなくとも、被災者の方々の「ほんの少しの安心」に繋がる社会貢献であることを改めて実感いたしました。
Many of the evacuees affected by the earthquake are still living with uncertainty and anxiety in their daily lives.
Although our activities were not directly related to search operations, we felt strongly that even these forms of support can provide a small sense of reassurance to those affected by the disaster.
This experience once again reminded us of the importance of contributing to communities through disaster support activities.
■ 今後に向けて

NSAは今後も、災害現場での経験を積み重ねながら、「人づくり・犬づくり・組織づくり」を着実に進め、発災時に確実に機能する即応体制の強化と信頼される連携支援を目指してまいります。
