🛠 ARROWS多機関連携 災害時医療救助訓練 参加報告

2022年12月10日（土）～11日（日）高知県安芸郡田野町にて、連携協定締結団体であるNPO法人ピースウィンズ・ジャパンが運営する災害支援プロジェクト「空飛ぶ捜索医療団ARROWS」主催の多機関連携 災害時医療救助訓練が実施されました。NSAからは、青木＆ジーノペアが参加いたしました。本訓練には、医療関係者をはじめとする全国24の民間災害支援団体・総勢約170名が集結し、「南海トラフ地震の発災（12月6日）」を想定した実動型訓練が行われました。

A multi-agency disaster medical response training exercise was conducted, organized by the disaster relief project “ARROWS – Airborne Rescue & Relief Operations With Search”, operated by our partner organization, NPO Peace Winds Japan, with whom NSA has a formal cooperation agreement.
From NSA, the Aoki & Gino team participated in the exercise.
This full-scale operational drill brought together approximately 170 participants from 24 private disaster response organizations across Japan, including medical professionals. The scenario was based on the outbreak of a Nankai Trough Earthquake (assumed to have occurred on December 6), and the training was conducted as a realistic, field-based simulation exercise.

🚑 訓練概要とNSAの活動内容

複数の民間団体が連携し**野外病院機能（フィールドホスピタル）**を設置・運営する中、NSAは
**ARROWS救助犬チーム・九州US&R（都市型捜索救助）**とともに捜索救助チームとして参加しました。
While multiple private organizations collaborated to establish and operate a field hospital, NSA participated as part of the search and rescue component alongside the ARROWS K9 Team and Kyushu US&R (Urban Search and Rescue).

🐾 捜索内容

• 発災6日目想定のため、**HRD（遺体捜索）**を主軸に行動
• あわせて、家族を捜索中に行方不明となった方の捜索という生体反応検索も実施
  
  As the scenario assumed operations on the sixth day following the disaster, our activities were primarily focused on HRD (Human Remains Detection).
  In addition, we conducted live-scent search operations for a missing individual who had disappeared while searching for family members.

🐕 救助犬の活躍

ARROWS救助犬ハルクが生体反応を示したポイントにて、ショック症状・低体温の要救助者を発見 → 九州US&Rにより救出・搬送
At the location where ARROWS K9 Hulk indicated a live scent response, a victim suffering from shock and hypothermia was located. The individual was subsequently rescued and transported by Kyushu US&R.

NSAジーノ号によるHRD捜索で反応 → 九州US&Rの掘削により要救助者を発見（医師により死亡確認）
During the HRD search conducted by NSA K9 Gino, a positive indication was given.
Subsequent excavation by Kyushu US&R led to the location of a victim, who was later confirmed deceased by a medical doctor.

🏕 災害支援者としての訓練の重要性

このような一連の捜索→救助→医療搬送の実践型訓練は極めて貴重であり、普段の訓練では得難い多くの学びと連携力の向上に繋がりました。また、車中泊による現場生活の再現も含まれており、災害時における自己完結型支援の大切さも再確認されました。
救助犬にとっても、長距離移動・待機・異なる環境下での捜索といった実地訓練は貴重な経験となり、ハンドラーには高度な管理能力が求められます。
This type of integrated, scenario-based training—encompassing search, rescue, and medical evacuation—was extremely valuable and provided numerous learning opportunities and strengthened inter-agency coordination in ways that are difficult to achieve during routine training.
The exercise also included the simulation of on-site living conditions, such as sleeping in vehicles, allowing participants to reaffirm the importance of self-sustained support capabilities during disaster response.
For the search dogs, the experience of long-distance travel, extended standby periods, and search operations in unfamiliar environments proved highly beneficial. At the same time, handlers were required to demonstrate advanced management skills to ensure the dogs’ physical and operational readiness.

🤝 今後の連携に向けて

実災害現場では、救助犬の存在や活用方法をご存知ない他機関との連携も避けられません。
このような機会を通じて「救助犬の有効性」や「連携の重要性」を共有し、実際の災害時にスムーズな協働が行えるよう取り組んでまいります。
At actual disaster sites, collaboration with agencies that may not be familiar with the role or operational deployment of search and rescue dogs is often unavoidable.
Through opportunities such as this, we aim to share the effectiveness of search dogs and emphasize the importance of inter-agency coordination, thereby ensuring smoother and more efficient cooperation during real disaster responses.

民間団体同士が力を合わせることで、1人でも多くの命を救い、現場に必要とされる支援を届けることが可能になります。今後も積極的に連携訓練に参加し、現場での即応性と支援力を高めてまいります。
By combining the strengths of private organizations, we can save more lives and deliver the support truly needed at disaster sites.
We will continue to actively participate in joint training initiatives, further enhancing our operational readiness and capacity to provide effective assistance in the field.
