🛠️令和4年度 神奈川県内消防広域応援訓練 参加報告

📍神奈川県消防学校・総合防災センターにて

NPO法人 日本サーチドッグアソシエーション（NSA）は、神奈川県が主催する「令和4年度 神奈川県内消防広域応援訓練」に参加いたしました。
この訓練は、県内において局地的な大規模災害が発生したという想定のもと、神奈川県および各消防本部が**「消防広域応援訓練実施要領」**に基づき、被災地への支援体制を強化する目的で実施されました。

NPO Nippon Search Dog Association (NSA) participated in the “FY2022 Kanagawa Prefecture Wide-Area Firefighting Support Drill,” organized by Kanagawa Prefecture.
This exercise was conducted under the scenario of a localized large-scale disaster occurring within the prefecture. Based on the official Wide-Area Firefighting Support Drill Implementation Guidelines, Kanagawa Prefecture and the respective fire departments carried out the training with the objective of strengthening their support and response framework for affected areas.

🔍 訓練内容（セミブラインド形式）

• RC造建物倒壊現場からの救出訓練
• 土砂埋没家屋・車両からの救出訓練
• 情報伝達・ICS訓練
• 後方支援活動
• 救助犬による人命捜索訓練

訓練は早朝から午後3時までにわたり、実戦さながらの緊張感の中で行われました。

Rescue operations from a collapsed reinforced concrete (RC) structure
Rescue operations from landslide-buried houses and vehicles
Information transmission and Incident Command System (ICS) training
Logistical and rear support operations
Life-saving search operations conducted by search and rescue dogs

The training was carried out from early morning until 3:00 PM, under a level of intensity and realism closely resembling actual disaster response operations.

🐕‍🦺 NSAの活動概要

NSAからは、14名のメンバーと4頭のサーチドッグが参加。
現場では、ICS（インシデント・コマンド・システム）に基づくチーム編成のもと、指揮本部からの要請に応じたドッグサーチ活動を展開しました。
From NSA, 14 members and 4 search dogs participated in the exercise.
At the site, teams were organized in accordance with the Incident Command System (ICS), and dog search operations were deployed in response to requests issued by the command post.

指揮本部：横須賀消防内にNSA本部を設置
各エリアでの捜索状況は、時系列で本部にて記録・管理を行いました。
Command Post: An NSA headquarters unit was established within the Yokosuka Fire Department command structure.
Search activities conducted in each operational area were recorded and managed chronologically at the command post.

🔻 チーム別の捜索内容

🔸 チームα（Team-Alpha）
ジーノ・ダグラスは、Aサイト（RC造建物倒壊現場）での捜索活動
🔸 Team Alpha
Gino and Douglas conducted search operations at Site A, a collapsed reinforced concrete (RC) structure scenario.

👮‍♂️ 指揮下：横浜消防本部
👮‍♂️ Under the Command of: Yokohama Fire Department Headquarters

🧭 捜索方法：紐付き・紐無しを状況に応じて使い分けながらの範囲捜索
🧭 Search Method: Area search conducted using both on-leash and off-leash techniques, applied as appropriate to the operational conditions.

🔸 チームβ（Team-Bravo）
イリス・ゼロスは、Bサイト（土砂埋没住居及び車両）での捜索活動
🔸 Team Bravo
Iris and Xeros conducted search operations at Site B, involving landslide-buried residential structures and vehicles.

👮‍♂️ 指揮下：相模原消防本部
👮‍♂️ Under the Command of: Sagamihara Fire Department Headquarters

🧭 捜索方法：重機での掘削と連携しながら、開口部の確認・捜索を実施
🧭 Search Method: Search operations were conducted in coordination with heavy machinery excavation, including inspection and search of newly created access openings.

✍️ 今回の訓練を通じて

神奈川県内の全消防本部が集結する大規模訓練において、NSAとしても実際の出動現場と変わらぬ緊張感のもとで対応し、多くの学びと課題を得ることができました。今後は本訓練で得た知見とデータを、日々の訓練会に反映させ、現場での即応性と精度向上に努めてまいります。
In this large-scale exercise, which brought together all fire departments within Kanagawa Prefecture, NSA operated under the same level of tension and professionalism as in an actual deployment. Through this experience, we gained valuable insights as well as identified areas for further improvement.
Moving forward, we will incorporate the knowledge and operational data obtained from this exercise into our daily training programs, striving to further enhance our responsiveness and operational accuracy in the field.
