【行方不明者捜索活動報告】群馬県渋川市（2024年7月8日実施）

■ 行方不明の概要

2024年5月4日（土曜日）10:20頃にご自宅を出られて帰宅されない軽度認知症が疑われる72歳女性の捜索依頼の問い合わせが6月12日に弊会にあり、現地調査ならびにご依頼者との打ち合わせを経て、ご依頼者よりの捜索を希望される対象エリアを決定したのち7月8日（月曜日）AM5:00より捜索犬3頭と捜索チームメンバー6名の体制でHRD捜索活動を行いました。
On May 4, 2024, at approximately 10:20, a 72-year-old female, suspected of mild dementia, left her residence and did not return home.
On June 12, NSA received a request for assistance in the search. Following a site assessment and consultation with the requester, the designated search area was determined.
On July 8 (Monday) at 05:00, NSA deployed three HRD search dogs and six search team members to conduct a Human Remains Detection search operation.

■ 捜索活動の実施（7月8日）

AM4:00に現地付近に捜索チームメンバーが集結。AM4:20現地にてご依頼者及び所轄警察生活安全課とのブリーフィングを行いAM5:00捜索開始。
At 04:00, search team members assembled near the operational area.
At 04:20, an on-site briefing was conducted with the requester and the local police Community Safety Division.
The search operation began at 05:00.

■ 捜索エリアと内容

気温と湿度を考慮し、早朝よりの捜索となり天気予報では、朝から気温の上がる予報でしたが、当日は天気は曇り。湿度は高いものの一定の捜索活動は充分に行える状況と判断。
Taking temperature and humidity into consideration, the search operation was initiated early in the morning. The weather forecast predicted rising temperatures throughout the day; however, the actual conditions were overcast.
Although humidity levels were high, the conditions were assessed as suitable for conducting search activities, and the operation proceeded as planned.

①の捜索対象エリアでは、最終目撃地点から山へのルート。山から沢に対してのルートの2つのルートを捜索。
In Search Area ①, two potential routes were searched:
one leading from the last known point toward the mountain, and another leading from the mountain down toward the stream.

②の捜索対象エリアは、①のルートよりも更に東側にある車道に面した脇の山林及び畑部分やルートの捜索。
Search Area ② was located further east of the route searched in Area ①, and included wooded terrain and agricultural fields adjacent to a roadway, along with the surrounding access routes.

地図上には記載されていないが、③は最終目撃地点から北側の沢のルートの捜索。
Although not shown on the map, Search Area ③ included the stream route located north of the Last Known Point (LKP), which was searched as an additional sector.

どの捜索エリアも、熊の出没と害獣駆除用の罠が設置されているエリアの捜索となったことで、猟友会より罠のポイントを地図上に落として頂きました。しかし、地図が住宅地図のみの記載の為に、詳細な距離が把握できない事もあり、捜索犬のハンドリングは非常に繊細なものとなりました。
All search sectors were located in areas where bear sightings had been reported, and where wildlife control traps had been set. The local hunters’ association provided information on the trap locations, which were marked on the map for safety purposes.
However, because the available map consisted only of a residential map without detailed distance or terrain information, accurate distance assessment was difficult. As a result, dog handling during the search required particularly careful and precise control.

■ 捜索結果

捜索終了は、AM8:30。残念ながら手掛かりとなるモノを発見する事ができず、今回ご依頼者様より指定された捜索エリアには、行方不明の女性はいらっしゃらないという判断を下さざる終えない事となりました。しかし、①のルートの側溝付近での微細な反応が見られ、目視も含めて捜索をした旨のご報告をさせて頂き今回の捜索を終了いたしました。
The search operation concluded at 08:30.
Unfortunately, no evidence or items related to the missing person were discovered. Based on the results of the operation, it was assessed that the missing subject was not present within the search sectors designated by the requester.
However, a subtle canine response was observed near a roadside drainage ditch along Route ①. The area was examined through visual inspection, and the observation was reported to the requester before the operation was concluded.

■ その後の動き（7月23日）

7月23日（火曜日）ご依頼者様より連絡があり、最終目撃地点付近の畑の草刈りをしていた方が不明女性と思われる方を発見との一報を頂きました。
On July 23 (Tuesday), NSA received information from the requester that a person working in a field near the Last Known Point (LKP) had discovered an individual believed to be the missing woman while performing grass-cutting work.

発見された場所は、①のルートの反対側の側溝でしたが、ここ数日の雨による水量の変化により上流付近から流されてきたことも想定されます。
The individual was discovered in a drainage ditch on the opposite side of Route ①.
However, due to recent rainfall and changes in water levels over the past several days, it is possible that the individual had been carried from an upstream location by water flow.

本件では、残念ながら直接的な発見には至りませんでしたが、
対象が「いない」ことの確認、ならびに捜索犬の反応によるエリア検証において一定の意義ある活動が行えたと考えています。
今後も私たちNSAは、災害時のみならず、平時における行方不明者捜索においても微力ながら貢献できるよう、捜索犬とハンドラーの育成に邁進してまいります。

Although this operation did not result in the direct location of the subject, the search was considered meaningful in confirming that the subject was not present within the searched sectors and in verifying the area based on the dogs’ responses.
NSA will continue working toward the development of search dogs and handlers capable of supporting missing person searches not only during disaster situations but also during routine search operations.
