福島県会津坂下町 行方不明者捜索
■ 行方不明の経緯
2024年7月28日(日曜日)9:30頃に「束松に行く、昼には帰る」と伝え、ご自宅を出られて帰宅されず、当日20:00に所轄警察署に行方不明届を提出、同日24:00頃、束松峠の駐車スペースで使用車両を発見。行方不明より2日間延べ100人体制で警察の捜索、その後、民間山岳遭難捜索チーム2社による捜索でも発見に至らない、84歳男性の捜索依頼の問い合わせが8月4日に弊会にあり、現地調査ならびにご依頼者様との打ち合わせを経て、ご依頼者様よりの捜索を希望される対象エリアを決定したのち8月13日(火曜日)AM5:00より捜索犬3頭と捜索チームメンバー5名の体制でHRD捜索活動を行いました。
On July 28, 2024 (Sunday) at approximately 09:30, an 84-year-old male left his home stating that he was going to Tsunematsu and would return by noon, but he did not return.
A missing person report was filed with the local police station at 20:00 the same day. At approximately 24:00, the subject’s vehicle was discovered at a parking area near Tsunematsu Pass.
Police conducted search operations involving approximately 100 personnel over two days, but the subject was not located. Subsequent searches by two private mountain rescue teams also failed to locate the missing person.
On August 4, NSA received a request for assistance. After conducting a site assessment and consultation with the requester, the target search area was determined.
On August 13 (Tuesday) at 05:00, NSA deployed three HRD search dogs and five search team members to conduct a Human Remains Detection search operation.




■ 捜索のご依頼と準備
AM4:00に現地付近に捜索チームメンバーが集結。AM4:50現地にてご依頼者様とのブリーフィングを行いAM5:10捜索開始。
At 04:00, search team members assembled near the operational area.
At 04:50, an on-site briefing with the requester was conducted, and the search operation began at 05:10.

気温と湿度を考慮し早朝よりの捜索を決断しましたが、台風6号が東北に上陸した影響もあり湿度が高く捜索犬とハンドラーの体力が短時間で奪われる捜索となりました。捜索指定エリアを地図上からセパレートし、区分ごとに捜索犬を投入し活動を行いました。
Considering the high temperature and humidity conditions, the search operation was initiated early in the morning. However, due to the influence of Typhoon No. 6 affecting the Tohoku region, humidity remained extremely high, resulting in physically demanding search conditions for both dogs and handlers.
The designated search area was divided into sectors based on the map, and search dogs were deployed systematically into each sector to conduct the search.
■ 捜索実施(2024年8月13日)




ユニットごとに捜索時間を考え、充分な休息をとらせながら指定エリアに投入。待機の捜索犬は、チーム内で待機の担当を決めて、待機中の捜索犬のハンドラーは捜索を担当しているユニットにサポーターとしても担当するチーム捜索を継続。
Search deployment was managed by considering the working time of each unit, ensuring that the dogs received sufficient rest between search assignments.
While some dogs remained on standby, handlers were assigned rotational standby duties, and handlers of resting dogs supported the active search units as team support personnel, allowing the operation to continue as a coordinated team search effort.






一旦、山頂までのルートを検索しながら移動し、微風ではあるものの、吹上の風の流れを確認し、同じルートを下山しながら検索を実施。捜索犬の微細な反応がある部分はエリアサーチを行いながら捜索を行いました。
The team initially proceeded toward the summit while conducting a route search. Although the wind conditions were light, an upslope airflow pattern was confirmed. The search operation then continued while descending along the same route.
In areas where the dogs displayed subtle behavioral indications, the team conducted a localized area search to further investigate those sectors.
7:30に一旦、本部に帰還し捜索状況をご依頼者様にお伝えし、再度、蕨の生息地帯を3頭でローラー捜索。また、指定されたエリアに再度、エリア捜索で捜索犬を投入した。
At 07:30, the team temporarily returned to the command post and reported the current search status to the requester.
Following the briefing, three search dogs conducted a systematic roller search through the bracken-covered area, and additional area search deployments were carried out within the designated search sector.






■ 捜索結果と今後について
捜索終了は、AM9:00。残念ながら手掛かりとなる物品なども発見する事ができず、ご依頼者様からの指定アリアや民間山岳遭難捜索チームからの情報を元に、目視も含めて捜索をした旨のご報告をさせて頂き今回の捜索を終了いたしました。
The search operation concluded at 09:00.
Unfortunately, no clues or items related to the missing person were discovered.
Based on the designated search areas provided by the requester, as well as information from the private mountain rescue search teams, the team conducted a thorough search including visual inspection of the terrain.
After reporting the results of the operation to the requester, the search activity was formally concluded.
