🛠 新潟県総合防災訓練 参加報告

2022年10月23日（日）＠ 新潟県田上町 道の駅周辺
新潟県主催による総合防災訓練が、新潟県田上町の道の駅周辺で実施されました。
NSAからは以下の4名とサーチドッグが参加し、震災を想定した捜索・救助訓練に臨みました。

Niigata Prefecture – Around the Roadside Station in Tagami Town
A comprehensive disaster preparedness drill organized by Niigata Prefecture was conducted in the area surrounding the roadside station in Tagami Town, Niigata.
From NSA, the following four members and their search dogs participated in the exercise, engaging in search and rescue training based on a simulated earthquake disaster scenario.

🧭 訓練シナリオ：震度7の直下型地震発生想定

• 倒壊家屋内に要救助者多数
• 捜索救助犬による捜索活動
• 自衛隊・警察による救助 → DMAT搬送 → 救急車で病院搬送
• 県警ヘリによるビル屋上からの吊り上げ救助
• 土砂災害による車両埋没：サーチドッグによる車内生存者の確認
• 救出後も、周囲の追加要救助者がいないかの再サーチ
• Multiple victims trapped inside collapsed structures
• Search operations conducted by search and rescue dogs
• Rescue operations carried out by the Self-Defense Forces and police → transfer to DMAT (Disaster Medical Assistance Team) → transportation to hospital by ambulance
• Helicopter hoist rescue from a building rooftop conducted by the Prefectural Police Air Unit
• Vehicle buried due to landslide: confirmation of survivors inside the vehicle by search dogs
• After rescue operations, secondary searches conducted to ensure no additional victims remained in the surrounding area

🌩 厳しい気象条件下での捜索

雷雨に見舞われ、足元には水たまりが広がる中での活動は、まさに発災現場さながらの過酷な環境でした。
サーチドッグたちの対応力やハンドラーの冷静な行動は、実働を想定した訓練として大きな成果を残しました。
Despite being struck by a thunderstorm and operating in conditions where puddles spread across the ground, the activity closely resembled the harsh realities of an actual disaster scene.
The adaptability of the search dogs and the composed actions of the handlers resulted in significant achievements, making this training a highly valuable exercise designed to simulate real-world deployment.

🤝 行政機関との連携強化

今回の訓練では、各捜索ユニットに警察・消防の安全確認担当者が帯同し、

• ハザードエリアの安全管理
• サーチドッグが示した反応情報の共有
• 指揮本部への即時伝達といった緊密な連携体制の訓練が実施されました。

こうした平時での連携訓練の積み重ねこそが、災害時にスムーズかつ信頼される捜索活動へとつながっていくと改めて感じました。

During this exercise, each search unit was accompanied by designated safety officers from the police and fire departments.
Training was conducted to strengthen close inter-agency coordination, including:

• Safety management within hazard areas
• Sharing response indications shown by the search dogs
• Immediate reporting and communication to the command post
  
  Such structured coordination during non-disaster periods plays a critical role in ensuring effective and seamless operations during actual emergencies.

🔚 今後に向けて

実際の災害現場では、行政・警察・消防・自衛隊といった機関との円滑な情報共有と信頼関係の構築が不可欠です。
引き続き、実働を想定した訓練の質を高め、サーチドッグとハンドラーが即応可能な力を持てるよう努力を重ねてまいります。
At actual disaster sites, seamless information sharing and the establishment of strong working relationships with governmental authorities, police, fire departments, and the Self-Defense Forces are essential.
We will continue to enhance the quality of training designed to simulate real-world deployment, striving to ensure that both search dogs and handlers maintain the readiness and capability to respond immediately when called upon.
