【報告】REDOGトレーニングセミナーに参加しました

2023年5月4日（木）より3日間にわたり、兵庫県三木市・兵庫県広域防災センターにて開催された**NPO法人災害救助犬ネットワーク主催「REDOGトレーニングセミナー」**に、NPO法人 日本サーチドッグアソシエーション（NSA）から3名、出動協定団体であるアローズ空飛ぶ捜索医療団（ピースウィンズ・ジャパン）から2名が参加いたしました。
From May 4 (Thursday), 2023, over the course of three days, the “REDOG Training Seminar” organized by the NPO Disaster Rescue Dog Network was held at the Hyogo Prefecture Wide-Area Disaster Prevention Center in Miki City, Hyogo Prefecture.
From the NPO Nippon Search Dog Association (NSA), three members participated, along with two members from our deployment partner organization, ARROWS – Airborne Rescue & Relief Operations With Search (Peace Winds Japan).

■ セミナーの内容と学び

本セミナーでは、スイスのREDOG講師陣による実践的なスキルアップセッションとして、以下の分野における訓練と講義が行われました。
During this seminar, practical skill development sessions led by instructors from REDOG Switzerland were conducted, including both hands-on training and classroom lectures in the following fields:

• 瓦礫捜索（ディザスターサーチ）
• 広域捜索（エリアサーチ）
• ハンドラーの告知精度向上
• ニオイの流れの理論と設定方法
• 犬のナチュラルアラートの読み取り
• 犬種ごとの反応傾向
• ブリングセル（告知器具）活用法
  
• Rubble Search (Disaster Search)
• Wide-Area Search (Area Search)
• Improving handler alert accuracy
• Scent movement theory and scenario setup methodology
• Reading and interpreting a dog’s natural alert behavior
• Breed-specific response tendencies
• Effective use of the bringsel (alert device)

■ ハンドラーとして再確認したこと

特に、以下の点は参加者全員にとって重要な再認識の機会となりました。
In particular, the following points served as important opportunities for renewed awareness and reflection for all participants:

• 仮想要救助者（victim）役の設定が捜索精度を左右すること
• 臭気の流れは目に見えないが、設定によってコントロール可能であること
• 告知の質は犬ではなく、訓練設定の精度に起因する場合があること
• 報酬の与え方が犬にとって本当に効果的かどうかの見直し
• The way in which a mock victim is positioned and set up can significantly influence search accuracy.
• Although scent movement is invisible, it can be influenced and strategically controlled through proper scenario design.
• The quality of an alert is not always solely dependent on the dog; in some cases, it may be directly influenced by the precision of the training setup.
• Re-evaluating whether the method of reward delivery is truly effective and meaningful for the dog.

また、地形や気象条件（風向・気温・湿度）により、臭気の流れ方は大きく異なり、それに伴う犬のボディランゲージや反応差を正確に読み取る力がハンドラーには求められることも強く実感しました。
We also strongly reaffirmed that scent dispersion varies significantly depending on terrain and environmental conditions such as wind direction, temperature, and humidity. Accordingly, handlers must possess the ability to accurately interpret subtle differences in the dogs’ body language and behavioral responses that result from these changing conditions.

緻密な設定であるからこそ、犬の告知の精度も向上し捜索精度とリンクしていきます。目には見えない臭いの流れを、どのようにコントロールするか？
It is precisely through meticulous scenario design that the accuracy of a dog’s alert improves and directly correlates with overall search precision.
How can we effectively manage and influence the movement of scent—something that is invisible to the human eye?

また、今までの告知が如何にいい加減であるか？も今回のセミナーでは痛感させられました。但し、このいい加減な告知を教えていたのは、あくまでもニンゲン側の緻密ではない設定によるものですから、犬が悪い訳ではありません。
The seminar also led us to realize how inconsistent some of our previous alert standards may have been.
However, this inconsistency was not attributable to the dogs themselves. Rather, it stemmed from insufficiently precise training design on the human side. The responsibility lies not with the dogs, but with the lack of meticulous setup and clarity in our training methodology.

要救助者の臭いは、どこから流れてくるのか？犬種によってもボディーランゲージや告知の際の反応の差がある事もハンドラーは理解しなけばいけません。
Handlers must develop a clear understanding of scent source origin and dispersion, as well as recognize breed-specific variations in body language and alert responses, in order to ensure accurate operational interpretation.

告知の際の報酬も、本当にその犬にとって最高の報酬なのか？また最高の報酬にする為には、どのような与え方がベストなのか？訓練の内容を再確認して精度の高いサーチドッグとハンドラーの育成を進めていきたいと思います。
Is the reward given at the time of an alert truly the highest-value reward for that individual dog?
And if not, what is the most effective way to deliver it in order to make it genuinely meaningful?
By reassessing the structure and intent of our training programs, we aim to further develop highly reliable search dogs and skilled handlers capable of achieving greater precision in the field.

■ 実働を見据えた国際的視点

夜のミーティングでは、広域捜索におけるスイスでの告知法（ブリングセル）の実例紹介や、
動画を通じて犬の体力・経験・距離への配慮の必要性など、現場での活用方法について学びを深めました。
During the evening meeting session, we deepened our understanding of operational applications through case examples from Switzerland regarding alert methods in wide-area searches, particularly the use of the bringsel system.
Through video analysis, we also gained further insight into the importance of considering factors such as a dog’s physical endurance, level of experience, and search distance when planning and conducting field operations.

地形や気温・湿度による臭いの流れ方は、今までも理解はしていますが再度確認する事も大切な事です。スイスと日本では広域捜索では、地形に大きな差がありますが、広域捜索で使用される「ブリングセル」の告知方法は、日本でも現場によっては有効な手段の1つだと思います。
Although we have long understood how terrain, temperature, and humidity influence scent dispersion, it is essential to revisit and reaffirm this knowledge on a regular basis.
While there are significant differences in terrain between Switzerland and Japan in the context of wide-area searches, the bringsel alert method commonly used in Swiss operations may, depending on the operational environment, serve as an effective option in certain search scenarios in Japan.

この告知方法も、丁寧に時間をかけながら犬の理解を深めていく必要があります。広域で捜索距離が延びる事もあり、ハンドラーに要救助者の発見を知らせるには犬の体力・年齢・経験値と様々な要素を考慮する必要があるようです。
This alert method also requires careful, gradual training to ensure the dog fully understands and reliably performs the task.
In wide-area searches, where search distances may become extended, it is necessary to consider various factors—such as the dog’s physical endurance, age, and level of experience—when determining how the dog should communicate the discovery of a victim to the handler.

このように、REDOG講師から直接学べる機会は非常に貴重であり、我々が次に発災現場で動くときに備えて、「日頃の連携訓練」がいかに重要かを改めて認識しました。
This invaluable opportunity to learn directly from REDOG instructors reaffirmed the critical importance of ongoing inter-agency and operational coordination training in preparation for future real-world deployments.

■ 今後に向けて

今回のようにREDOGが来日し日本の救助犬をサポートして頂けることは本当に貴重な時間だと感じます。いつ発生するかわからない大規模広域災害に備えて、今我々救助犬団体は、その時に備えて何ができるだろうか？を考えた場合、2011年の東日本大震災発生時のように多くの犬と人が各地域で捜索活動に従事するためにも、日頃からの各団体間の連携訓練が最も重要だと考えます。そして、その訓練の中から、それぞれの犬と人のレベルアップと情報共有がなされ、発災時に活かされるのだと思いますし、それこそがREDOGが望んでいる事ではないかと思います。今後NSAでは、災害発生時に全国各地で迅速かつ協調的な出動体制が構築できるよう、各団体・組織・訓練チームとの連携訓練を深め、スキルの標準化と実働に即した訓練環境づくりを進めてまいります。
NSA公式HP向けとして、海外講師や国際的な関係者にも理念・戦略・将来ビジョンが明確に伝わるよう、フォーマルかつ力強い英訳に整えました。
We truly value the opportunity for REDOG to visit Japan and directly support Japanese search and rescue dog teams. Such opportunities are both rare and extremely meaningful.
When we consider what rescue dog organizations can do in preparation for a large-scale, wide-area disaster that could occur at any time, we are reminded of the 2011 Great East Japan Earthquake, during which numerous dogs and handlers were deployed across various regions. In order to enable similar large-scale search efforts in the future, we believe that continuous inter-organizational coordination training is of paramount importance.
Through such joint training, individual teams can enhance their operational level while also strengthening information sharing across organizations—elements that will ultimately prove critical when an actual disaster strikes. We believe this collaborative development and preparedness align closely with the vision that REDOG seeks to promote.
Moving forward, NSA will continue to deepen cooperative training with various organizations, institutions, and training teams across Japan. Our goal is to establish a rapid, coordinated nationwide deployment framework in times of disaster, while promoting skill standardization and creating training environments that closely reflect real operational conditions.
