1. 目的
本要綱は、NSAサーチドッグ認定試験における捜索部門の実施方法を定めるものである。
認定試験捜索は、NSA認定ペアとして、該当分野における実働または実働補助に参加可能かを判断するために実施する。
認定試験では、犬の作業意欲、目的臭または対象者への理解、告知動作、作業継続性、ハンドラーの読み取り、安全なコントロールを総合的に評価する。
1. Purpose
These guidelines define how the search component of the NSA Search Dog Certification Test is conducted.
The Certification Test search component determines whether an NSA-certified team may participate in field operations or field operation support in the relevant discipline.
The test comprehensively evaluates work motivation, understanding of target odor or subject, indication behavior, work continuity, handler interpretation, and safe control.
2. 対象分野
認定試験捜索では、以下の分野を対象とする。
- Trailing
- HRD
- Disaster
TrailingおよびHRDの認定試験は、原則として海外講師来日時に実施する。
Disasterについては、NSAの審査体制により認定試験および更新試験を実施することができる。
2. Applicable Disciplines
The applicable disciplines are listed in this section. Each discipline is handled according to the relevant regulations and guidelines.
3. Trailing認定試験
Trailing認定試験は、特定個人臭を基に対象者の移動経路を追跡し、対象者または終点へ到達できるかを確認するために実施する。
Trailing認定試験は、原則として海外講師来日時に実施する。
実施内容
Trailing認定試験では、以下を確認する。
- 匂い提示への反応
- TFRの理解および告知動作
- スタート時の集中と出発判断
- トレイルへの集中
- 屈折または判断地点での犬の反応
- トレイル消失または迷いが見られた場合の再取得
- ハンドラーの読み取り
- ハンドラーの過度な誘導の有無
- 終点または対象者への到達
- 作業全体の安全性
環境条件
Trailing認定試験の環境条件は、以下を基本とする。
距離：500m以上
経過時間：1〜2時間
屈折：複数箇所
地表変化：あり
形式：フルブラインド
中間物品：なし
捜索時間：30分
会場条件、安全面、海外講師の判断により、実施条件は調整される場合がある。
評価
以下を総合的に評価する。
- 犬が特定個人臭を理解していること
- 犬が自発的にトレイルへ向かうこと
- トレイル上で作業を継続できること
- 屈折や判断地点において犬の行動変化が見られること
- 地表変化に対応できること
- ハンドラーが犬の反応を適切に読み取れること
- ハンドラーが進行方向を過度に誘導していないこと
- 終点または対象者に到達する意欲があること
- 安全に作業を完了できること
3. Trailing Certification Test
The Trailing Certification Test confirms whether the team can follow the movement route of a subject based on a specific individual scent and reach the subject or endpoint.
In principle, it is conducted when overseas instructors visit Japan. The test includes scent presentation, TFR, start focus, trail focus, responses at turns or decision points, reacquisition after loss or uncertainty, handler interpretation, absence of excessive guidance, arrival at the endpoint or subject, and overall safety.
Basic conditions include a distance of 500 meters or more, an age of trail of 1 to 2 hours, multiple turns, surface changes, full blind format, no intermediate articles, and a search time of 30 minutes. Conditions may be adjusted based on venue, safety, and the judgment of overseas instructors.
4. HRD認定試験
HRD認定試験は、人由来臭、死亡関連臭、遺留臭等に対する探知作業を確認するために実施する。
HRD認定試験は、原則として海外講師来日時に実施する。
実施内容
HRD認定試験では、以下を確認する。
- TFRの理解および告知動作
- 探索開始時の集中
- 探索意欲
- 探索の持続性
- 原臭または原臭付近での行動変化
- 告知動作の明確性
- ハンドラーの読み取り
- ハンドラーの過度な誘導の有無
- 反応地点の保全意識
- 作業全体の安全性
環境条件
HRD認定試験の環境条件は、以下を基本とする。

原臭：2箇所
埋設：あり
経過時間：1時間以上
地表変化：あり
捜索時間：30分
会場条件、安全面、海外講師の判断により、実施条件は調整される場合がある。
評価
以下を総合的に評価する。
- 犬がHRD臭を理解していること
- 犬が自発的に探索を行うこと
- 探索を継続できること
- 地表変化に対応できること
- 埋設原臭に対して行動変化または告知が見られること
- 原臭付近で明確な行動変化または告知が見られること
- ハンドラーが犬の反応を適切に読み取れること
- ハンドラーが犬を過度に誘導していないこと
- 反応地点を不用意に乱さないこと
- 安全に作業を完了できること
4. HRD Certification Test
The HRD Certification Test confirms detection work for human-related odor, death-related odor, residual odor, and related scent sources.
In principle, it is conducted when overseas instructors visit Japan. The test includes TFR, starting focus, search motivation, search continuity, behavior changes near the source, clarity of indication, handler interpretation, absence of excessive guidance, preservation of the response location, and overall safety.
Basic conditions include an area of approximately 2,000 square meters, two source odor locations, buried source odor, elapsed time of at least one hour, surface changes, and a search time of 30 minutes. Conditions may be adjusted based on venue, safety, and overseas instructor judgment.
5. Disaster認定試験・更新試験
Disaster認定試験および更新試験は、NSAの審査体制により実施することができる。
対象は以下のペアとする。
- Disaster認定の新規取得を希望するペア
- Disaster認定の更新を希望するペア
- NSAが受験を認めた連携団体のペア
5. Disaster Certification and Renewal Tests
Disaster Certification and Renewal Tests may be conducted under NSA’s examination system.
Eligible teams include teams seeking new Disaster certification, teams seeking renewal, and teams from partner organizations approved by NSA.
6. Disaster認定試験の実施内容
Disaster認定試験では、以下を確認する。
- 災害想定環境への適応
- 要救助者であるヘルパーまたは対象者捜索
- バークアラートによる告知
- 作業継続性
- ハンドラーとの協調
- 安全なコントロール
- 発見後の本部報告
6. Disaster Certification Test Content
The Disaster Certification Test confirms adaptation to a simulated disaster environment, search for a helper or subject acting as a person requiring rescue, bark alert, work continuity, cooperation with the handler, safe control, and reporting to the command post after discovery.
7. Disaster捜索条件
Disaster認定試験の捜索条件は、以下を基本とする。
捜索範囲：指定エリア
ヘルパー：2名以上
配置：遮蔽物内
環境刺激：あり
捜索時間：30分
捜索エリアには、災害現場を想定した足場変化、遮蔽物、ヘルパーの隠れ場所を設定する。
犬が過度な危険にさらされる設定は行わない。
会場条件、安全面、審査員協議により、実施条件は調整される場合がある。
7. Disaster Search Conditions
Basic Disaster Search conditions include a designated search area, two or more helpers, placement inside concealed areas or behind obstacles, environmental distractions, and a search time of 30 minutes.
The search area includes footing changes, obstacles, and helper hiding locations simulating a disaster site. Settings that expose the dog to excessive danger are not used. Conditions may be adjusted according to venue, safety, and examiner consultation.
8. ヘルパー設定
ヘルパーは、犬の安全および試験の公平性を考慮して配置する。
ヘルパー数、位置、隠れ方は、審査員が決定する。
ヘルパー位置に関する情報を事前に得てはならない。
8. Helper Placement
Helpers are placed with consideration for dog safety and fairness. The number, location, and concealment of helpers are decided by the examiner. Information regarding helper locations must not be obtained in advance.
9. バークアラート
Disaster認定試験では、発見時の告知としてバークアラートを基本とする。
犬は要救助者であるヘルパーまたは対象者を発見した際、バークアラートにより明確に告知することが求められる。
評価では、以下を確認する。
- 要救助者であるヘルパーまたは対象者に対する明確な反応
- バークアラートの継続性
- ハンドラーが犬の告知を適切に把握していること
- ハンドラーが犬に過度な誘導を行っていないこと
9. Bark Alert
In the Disaster Certification Test, the bark alert is the basic indication behavior after discovery.
The dog is required to clearly indicate the helper or subject acting as a person requiring rescue by barking. Evaluation includes clear response, continuity of the bark alert, the handler’s recognition of the indication, and absence of excessive guidance.
10. 発見後の本部報告
Disaster認定試験において、ハンドラーが要救助者であるヘルパーまたは対象者を発見確認した場合、ハンドラーは要救助者であるヘルパーまたは対象者の状況および発見位置等を本部へ報告しなければならない。
報告内容
ハンドラーは、必要に応じて以下を報告する。
- 発見位置
- 要救助者であるヘルパーまたは対象者の姿勢または状態
- 意識の有無など確認可能な範囲の状況
- 周囲の危険要因
- 進入経路または接近経路
- 犬の告知状況
報告は、実働現場における本部または現場指揮への情報共有を想定して行う。
10. Report to the Command Post After Discovery
When the handler confirms the discovery of a helper acting as a person requiring rescue in the Disaster Certification Test, the handler must report the helper’s condition, discovery location, and related information to the command post.
Reports may include discovery location, posture or condition of the helper, consciousness or observable condition, surrounding hazards, route of entry or approach, and the dog’s indication status.
11. 合否判断
Disaster認定試験では、以下を総合的に判断する。
- 災害想定環境で作業できること
- 要救助者であるヘルパーまたは対象者捜索への意欲があること
- バークアラートが明確であること
- ハンドラーが犬の反応を読み取れること
- ハンドラーが過度に誘導していないこと
- 安全に作業できること
- 発見後、本部へ必要な報告ができること
- 実働または実働補助に参加可能な水準であること
以下の場合は不合格または失格とする。
- 人または犬に対する攻撃性が認められる
- 犬が制御不能である
- バークアラートが成立しない
- 要救助者であるヘルパーまたは対象者への意欲が著しく不足している
- ハンドラーが過度に誘導する
- 犬の健康上、作業継続が不適切である
- 審査員の指示に従わない
- 発見後の本部報告が著しく不十分である
失格および試験中止については、NSAサーチドッグ 捜索規定に定める基準を適用する。
11. Pass/Fail Determination
Pass or fail is determined comprehensively, not only by the success or failure of each exercise.
Safety, controllability, work motivation, handler response, and suitability for field operations are considered.
Minor mistakes may still allow a pass or conditional pass if safety is maintained and the handler responds appropriately. Lack of recall, inability to wait, aggression, severe loss of control, or inappropriate handler conduct may result in failure or disqualification.
